  1. Preheat the oven to 400 degrees. Grease a 9x13 baking dish with cooking spray. 

  2. In a large pot, add ground beef over medium heat. Cook for 5-7 minutes breaking up into small pieces and stirring while cooking.

  3. Add in onion and garlic and cook for another 5-10 minutes, or until the ground beef is cooked all the way through and no longer pink.

  4. While the meat is cooking, peel and dice potatoes into small cubes. Place them in a large bowl or sink of ice-cold water to prevent them from browning as you dice and work.

  5. Once the beef is cooked, drain off as much of the liquid fat as you can. Add in the flour and butter. Stir and cook for 1-2 minutes.

  6. Turn the heat to medium-low. Slowly whisk in the milk. Stir until starting to thicken. Add in broth and whisk together.

  7. Add in spices and let simmer for 5-10 minutes.

  8. Drain the curve potatoes and pat dry. Spread evenly across the bottom of the greased baking dish.

  9. Pour the meat mixture on top.
